A bodyguard attached to Youth Affairs PS Fikirini Jacobs has been linked to the fatal shooting of youth organiser Cecil Ouma in Kariokor, Nairobi, following a dispute over Sh10,000.
A bodyguard attached to Youth Affairs and Creative Economy Principal Secretary Fikirini Jacobs has been linked to the fatal shooting of a young man identified as Cecil Ouma, 28, in the Kariokor area of Nairobi.
What Happened
According to witnesses, Ouma was among roughly 60 youths who had been mobilised to attend a youth empowerment forum in Kariokor attended by PS Fikirini Jacobs. Following the event, at around 5pm, the PS reportedly offered the group some money before leaving.
A witness identified as Lawrence Agolla narrated how the group's leaders were sent to collect the funds from the PS's vehicle:
"We were about 60 youths and after the event the PS asked for our leader so that he can be given some money, we decided to send Ouma to his car."
Agolla went on to describe what happened next:
"He boarded his car and when he came back he had been given Sh10,000 only that was not enough for all of us, we told him to take the money back to the car which had started moving."
Conflicting Details Still Emerging
It's worth noting that early reports on exactly how and where Ouma was shot differ slightly between outlets. One account describes him being shot once in the left side of the chest, while another describes multiple gunshot wounds — two to the left arm and one below the chest. As is common with breaking incidents like this, some of these details may be clarified once police investigations and a post-mortem examination are complete.
Rushed to Hospital, Pronounced Dead
Ouma was rushed to Park Road Nursing Home, where he was pronounced dead on arrival. His brother, Jeff Otieno, said he found Ouma already deceased but still heavily bleeding by the time he reached the hospital.
"When I arrived at the hospital, he was already dead but heavily bleeding, but it is unfortunate that the person who reportedly shot him managed to escape."
Family members believe Ouma may have died from excessive blood loss following the shooting.
Police Response and Investigation
Police officers from Pangani Police Station later arrived at the hospital and picked up the body, transporting it toward the station before proceeding to Chiromo Funeral Home, where it awaits a post-mortem examination.
Police have confirmed that investigations are underway to establish the full circumstances of the shooting and to identify those responsible. At this stage, the individual alleged to have fired the shot has not been apprehended.
Political and Public Reaction
The shooting has already drawn reaction from political circles. Former Embakasi MP Irshad Sumra was among those who visited the mortuary following news of Ouma's death, publicly condemning the shooting and calling for calm among Ouma's grieving supporters as investigations continue.
