HELB has advised 2025 KCSE candidates awaiting university placement to prepare key documents before the student loan application portal opens in July 2026.
For many Kenyan families, the HELB loan represents the difference between a child walking into a lecture hall and being locked out of higher education altogether. Aware of how chaotic application periods can become when thousands rush to apply within a short window, HELB has chosen to get ahead of the curve this time, issuing detailed guidance well before the portal even opens.
In the notice released on Wednesday, the board urged applicants to organize their required documents early specifically to avoid last-minute challenges once the loan application window opens. It is a clear signal that HELB wants a smoother rollout than has sometimes been the case in previous application cycles, where delays and document mix-ups left students stranded close to deadlines.
Required Documents and Details
In a notice issued Wednesday, HELB said applicants will need a valid email address and mobile phone number, plus their KCPE and KCSE index numbers and the years they sat the exams. Students must also upload a passport-size photo in JPEG, JPG or PNG format and a copy of their National ID or Maisha Card, with minors required to provide a birth certificate in PDF format.
Those who had secondary school sponsorships should prepare copies of their sponsorship letters. Applicants will also need their parents' National ID numbers and registered mobile numbers, while students with deceased parents must upload death certificates in PDF format.
HELB further directed applicants to prepare details for two guarantors, including ID numbers and registered phone numbers, noting that parents may also serve as guarantors.
Portal Opening Tied to KUCCPS Placement
The notice follows an earlier announcement by HELB CEO Geoffrey Monari that loan applications are expected to open in the second week of July, pending completion of placement by the Kenya Universities and Colleges Central Placement Service (KUCCPS). Monari said the board is ready to open the portal as soon as KUCCPS finalizes placements.
First-time applicants will be required to register on the HELB student portal before submitting their personal, academic and financial details once it opens.
A Bigger Budget Behind This Year's Funding Model
Underpinning this entire application cycle is a significantly bolstered budget allocation. The government has allocated Ksh56.7 billion to HELB in the 2026/27 budget specifically to support higher education financing, as the board continues rolling out its new student funding model designed to widen access while targeting support more precisely based on need.
For the thousands of 2025 KCSE candidates currently in limbo between exam results and university placement, this funding commitment offers some reassurance that financial support will be available once they secure their university or college slots, provided, of course, that they heed HELB's advice and have their documents ready when the portal finally swings open in July.
